Community members can now receive notices

The new feature are summarized as follows :

• Notices counter : this feature counts the number of new received notifications on the site.

• Notices setting : users can now control the setting for receiving notices.

• New visual layout of the notices which displays all group invitations, event invitations, and connection requests received on the site.
